Barclay Traffic Planning provides a full range of traffic engineering and planning services from well-equipped offices in Lower Hutt, New Zealand. Its principal Bill Barclay is qualified in both civil engineering and resource management planning, and has nearly 35 years experience in traffic, roading and general civil engineering.

Bill is also a qualified Site Traffic Management Supervisor (STMS) for temporary traffic management, and is an accredited independent hearings commissioner under the Resource Management Act. One of our specialties is the preparation of traffic assessments of planning applications under the Resource Management Act, where we help councils and applicants develop projects which achieve their objectives while at the same time meeting needs of the wider community. We are also involved in safety audits, crash reduction studies, and transportation planning at both strategic and local levels.
